On August 17, 2021, Sacramento Superior Court ruled that the pandemic made it illegal to transition to district elections in 2020, delegitimizing elections in jurisdictions that did comply, stalling progress in Folsom and Santa Clarita, and potentially allowing San Juan USD to draw its own map (and even to prevent the high-minority area from electing anyone until 2026). On September 8, 2021, NEN sought a writ for "extraordinary relief" from the Court of Appeal.
